Global Security Initiative

The Global Security Initiative (GSI) is the primary governing body of Earth-9150.

Mission Statement

The Global Security Initiative exists for one reason only: "To safeguard the planet against threats on a global scale."

Background

In the wake of numerous biological, radiological, nuclear, and high-yield explosive terrorist attacks in the late 1990s to early 2000s, the United Nations was dismantled. It was deemed unsuccessful in both creating and maintain a secure global climate as well as being ill-equipped to handle the growing subversive elements within each sovereign state. Civil wars had sprung up on nearly every continent except for Antarctica. With infrastructure crumbling in most third-world countries and even in some first-world countries, the leaders of the world came together to establish a new organization; one that could be counted on not simply for humanitarian aid efforts but to police the actions of all citizens regardless of country of origin, political, or religious decree.

Formally established in 2005, the Global Security Initiative began to work with intelligence agencies across the world in a partnering effort to identify, analyze, categorize, and prioritize extremist groups. Within three years, numerous high-profile groups were brought to swift justice before the Global Security Initiative. Whereas the United Nations relied on international courts and troublesome jurisdictions, GSI maintained its own judicial system composed of representatives from around the world.

Current Events

The Global Security Initiative is currently engaged in a shadow war with an unknown opponent. Known scientists that supported the war effort, Dr. Kieran Foster and Dr. Kara LaSalle have defected and are now considered terrorists. Both doctors have been labeled as enemies, accused of treason and sedition. Both of the Guards are charged with bringing the fugitives to justice. Kill orders have been placed on both as well as anyone offering them any form of assistance.

When the Orpheus, captained by Dr. Foster, crashed into the Baltimore Harbor, the Defense Guard was dispatched to apprehend him. Successfully doing so, Dr. Foster was held at Fort McHenry until he was extracted by Ethan Darcy, Miranda Corgan, Nomen Fitch, and Gavin Prescott. During the skirmish, Garrison killed Ethan Darcy by severing his torso from his body with an energy blast.

Later, a group of subjects attacked Lot 23 under the auspice of the both Dr. Foster and LaSalle. This group included Caitlyn Thresh, Shane Kolson, Kallie Sanford, and Gavin Prescott. It was during this time Shane had been exposed to the Object, which healed much of his fractured psyche. Both the War and Defense Guards were summoned to defend the island and eliminate its aggressors, but the Guardsmen were called away under an executive order by the Inquisitor General for reasons currently unknown, which allowed the group to escape.

Organizational Structure

All countries have representation within the Global Security Initiative and all countries have an Ambassador that is solely assigned to the Global Security Initiative. An Ambassador is selected by its respective country and must abide by the laws, rules, and regulations concerning individuals within that position. Typically, Ambassadors to GSI are more closely aligned to a Chancellor of Foreign Affairs or a Secretary of State rather than simply a diplomat.

The leader of the Global Security Initiative is referred to as the Inquisitor General. The Inquisitor General has absolute authority within GSI to run operations and programs as the role sees fit. Because of this, the selection of Inquisitor General is a careful process. Candidates undergo psychological and physical screenings and must pass a series of aptitude tests that convey mastery of problem-solving, logic and reasoning, risk assessment, and ethical decision-making. Candidates that meet the designated requirements are then presented to the ambassadorial body of GSI where an anonymous popular vote occurs. Once the successful candidate has been identified a transition plan is established between the current Inquisitor General and the Inquisitor General to-be. The Inquisitor General may not be from the same country for two consecutive terms. The term of the Inquisitor General role is four years.

While countries may maintain unique political structures and autonomous governing bodies, one aspect of every sovereign state is closely controlled and regulated by GSI: Education. GSI mandates strict education requirements that apply unilaterally across the globe. The same curriculum is taught in all countries for the equivalent of first grade through twelfth grade, with the option to specialize in any area upon graduation. Further, education at the collegiate and university level is free of charge. This is also funded through GSI grants. Early on, GSI researchers found a strong correlation between education level and likelihood of aggression based on logical fallacies. By mandating strict education requirements and ensuring all citizens have access to the same education, countries were put on an equal standard, which reduced overall conflict.

GSI also administers standardized testing across the world. The highest scores of which are flagged for further analysis. When students perform particularly well they are approached by GSI officials with an opportunity to train to work for GSI. This is typically how individuals come to work for the Defense and War Guards.

In addition to standard embassies, all countries are required to have a GSI embassy that is staffed by emissaries and diplomats from GSI itself.

The Global Security Initiative also maintains several research facilities where technological advances are pioneered and refined for safety and security. While private industry among sovereign states may make innovations and technological advances, before they can become commercially available they must receive approval from GSI. Dr. Antares Castiglione is the head of research within GSI, with Objective Three considered a subdivision of its Research, Development, and Deployment (RDD) division.

Defense Guard

The Defense Guard is charged with the defense and protection of the Global Security Initiative and its allies. Due to the Object, they can be slide-shifted to any point in three-dimensional space on the planet. The Defense Guard specializes in de-escalation of conflicts through both diplomacy and force. Defense Guardsmen are typically keen negotiators but can swiftly and deftly make short work of their adversaries when needed. Defense Guard uniforms are black and red.

The known Defense Guard is comprised of the following members:

• Garrison (Field Leader)
• Palisade (Deputy Field Leader)
• Aegis
• Barricade
• Rampart

War Guard

The War Guard is charged with seeking out and combating subversive or aggressive elements within the global community that have the potential to disrupt geopolitical structures. Similar to the Defense Guard, they can also be slide-shifted to any point in three-dimensional space on the planet. War Guardsmen are masters of the battlefield and excel in weaponry, firearms, and hand-to-hand combat. War Guardsmen are adept in multiple forms and approaches to combat from asymmetric warfare to counterinsurgency and guerilla tactics.

The known War Guard is comprised of the following members:

• Crusade (Field Leader)
• Fray (Deputy Field Leader)
• Enmity
• Bloodshed
• Uproar
• Barrage

Other Information

All countries of the world contribute 5% of their gross domestic product to fund the Global Security Initiative.

Before new technologies can be released to the public, they must go through a rigorous screening process. This is the primary reason why the commercially available technology of Earth-9150 more closely resembles that of Earth-Prime.

During its formation in Spring of 2005, only two countries initially refused to join -- Switzerland and Cuba. Both fell in line by Fall of the same year due to mounting political pressure.
